MUSCAT : During the third ordinary session of its seventh term, the State Council achieved many milestones within the framework of its tasks, exercising its legislative and financial powers, and presenting studies and proposals, which were stipulated in the Basic Law of the State and the Law of the Council of Oman. The State Council ended the third ordinary session (2021-2022) last July 14.
The session witnessed the issuance of three Royal Decrees with draft laws referred by the Council of Ministers, and the transfer of eight studies prepared by the Council to the government, in addition to the draft state budget for the fiscal year 2022.
Highlighting the Council’s achievements, H.E. Khalid bin Ahmed bin Said Al Saadi, Secretary-General of the State Council , confirmed that the council held six regular sessions, during which it discussed sixteen topics, including draft laws referred by the Council of Ministers, and approved a number of studies and proposals submitted by the council’s committees.

His Excellency reviewed the most prominent works of the Council for the third ordinary session of the seventh period, and said, “During this period, the regular sessions were able to accomplish a number of draft laws that were raised to the high status of His Majesty the Sultan (may God protect him and his patronage). In accordance with what was stipulated in Article 47 of the Law of the Council of Oman issued by Royal Decree No. 7/2021, the Council submitted to His Majesty a draft amendment to some provisions of the Documents and Archives Law issued by Royal Decree No. 60/2007, a draft Securities Law, and a draft amending some provisions of the Notary Public Law, after extensive discussions in the plenary sessions of the third ordinary session of the seventh period, all of which were issued by royal decrees during this term. Within the framework of its financial terms of reference, the Council discussed the draft state general budget for the fiscal year 2022, and submitted its recommendations to the Council of Ministers.”
His Excellency explained that the Council’s office held several meetings during this session, wherein it discussed 62 topics, and took decision on 40. There were seven studies, including a study submitted by one of the special committees. During these meetings, the Council’s office discussed many reports, proposals and messages received by the Council from all sides.
His Excellency added that the Council is keen on the external level to communicate with regional and international parliamentary organizations and unions, and to benefit from their experiences in what serves and develops the Shura Council in the Sultanate of Oman.
