Oman amends end-of-service benefits for expat workers

MUSCAT: Oman on Sunday amended the executive regulations of the Civil Service Law regarding the end-of-service benefits for expatriates working in the government sector.

According to the decision issued by His Excellency Dr Mahad bin Saeed Baouin, Minister of Labour, the new rule is applicable to expats having permanent contracts in the government sector and have not completed 10 years of service. The decision is also applicable to new expatriate employees.

The end of service benefit will be calculated at the rate of one month’s salary for each year of service, and up to a maximum of 10 months for those in grades up to six and twelve months for the occupants of grades from seventh to fourteen. “These benefits are based on the last salary received by the second party (employee), so that its value does not exceed OMR 12,000,” the statement from the decision said.

However, the minimum service period for the end-of-service benefits has been revised in the rule as five years. “If his service period is less than five years unless the termination of service is due to death or inability to work,” the decision said.

As per the new decision, employees are also not entitled to receive these benefits if he is dismissed from service due to a court order issued on crime involving breach of honour or trust.

Based on the decision by the Minister, the new Civil Service Law has been amended as follows:

 “The second party (employee) is entitled upon the termination of his service a grant in the amount of one month’s salary for each year of his service, up to a maximum of (10) months for the occupants of grades (A to Six) and twelve months for the occupants of grades from (seventh to fourteenth) and  this grant is calculated on the basis of the last salary the second party was receiving, so that its value does not exceed OMR 12,000.”
